Republican seminar of the members of the Public Monitoring Commission and the National Preventive Mechanism of the Republic of Kazakhstan

The seminar was organized by the Government of the Federal Republic of Germany in cooperation with the Public Association “Kadyr-Kasiet” in partnership with the Public Monitoring Commission for the East-Kazakhstan region on the topic «Effective Investigation and Documentation of excruciation and other cruel, inhuman or degrading treatment or punishment (Istanbul Protocol)» and OF “Kazakhstan International Foundation for Legal Cooperation”, that was held May 29-30, 2017, in Ust-Kamenogorsk.

Head of the Department of Criminal Law Disciplines of the Law Faculty of the Kazakh Humanitarian Juridical Innovation University Utebayev E.K.  and the Senior Teacher Temirgazin R. Kh., who are members of the Public Monitoring Commission for the East Kazakhstan region in Semey, attended this seminar.

The seminar was attended by the staff of the specialized prosecutor’s office for the supervision of the institutions of the penitentiary system, forensic experts and emergency doctors, lawyers, psychologists, members of the public monitoring commission and the national preventive mechanism of the Republic of Kazakhstan.

The main topics of the seminar – the Investigation of excruciation in Kazakhstan – the Legal Basis and Practice; International standards of freedom from excruciation; The Istanbul protocol; Physical evidence of excruciation; Methods of excruciation and description of injuries; Interpretation of medical data and preparation of medical report; Psychological evidence of excruciation; Interaction of specialists in the investigation of excruciation.

The acquired knowledge is planned to be realized during attendance the institutions of the Criminal Correctional System of the Ministry of Internal Affairs of the Republic of Kazakhstan of all kinds of security, for monitoring and eradicating excruciation in temporary detention facilities, successor distributors, special successors, also divisions of Agency of Internal affairs.
