  1. Basic concepts and general requirements.

Academic mobility of students, faculty and staff is one of the main principles of the Bologna Declaration, and one of the important areas of international activities. It helps to improve the quality of higher education, improve the efficiency of scientific research, improve the management system, the establishment of internal and external integration ties, performance KazHLU mission.

The main purpose of academic mobility: integration into the international educational space, the use of global education resources.

Goals, objectives and general rules and ensure the implementation of individual academic mobility correspond to the basic principles of the Bologna Declaration.

Rules and procedures for the implementation of the academic mobility apply to students, undergraduates, doctoral full-time study and full-time faculty and staff of the University.

5.1. Under the individual academic mobility refers to the movement of the student or employee that is relevant to education for a certain period in another educational or scientific institution (in the country or abroad) for learning, teaching, research or training, after which the student, teacher, researcher or the administrator returns to its primary school.

5.2 Under the academic mobility refers to the movement of student, faculty or staff member of the University pertaining to the formation of a certain (from 1 semester to one year) period to another educational institution (in the country or abroad) for training, teaching and research, after which the student , teacher or researcher returns to its primary school. Academic mobility is not related to emigration and a long period of study (work) abroad

5.3. Under the external (international) academic mobility is understood as teaching undergraduate, graduate, doctoral studies PhD University in foreign universities, as well as the work of teachers and employees in foreign educational or scientific institutions (up to a year).

5.4 Under the internal (national) academic mobility is understood as training, as well as the work of teachers and staff of the University in the leading Kazakh Taraz Declaration universitetah- the signatory and research centers.

5.5 There are two types of academic mobility, "vertical" and "horizontal". Under the vertical mobility imply complete student training degree in a foreign university. Under the horizontal - training in foreign university for a limited period (semester, academic year).

5.6 Academic mobility is different from traditional study abroad so that students go abroad for limited, but long-term - from semester to the school year and tested, along with language training full training within a year of the semester or year that they set off on their return to basic university .

5.7 Academic mobility of students, faculty and staff of the University is carried out in the framework of inter-university agreements and treaties, as well as joint international educational programs (ERASMUS MUNDUS, DAAD, Bolashak, and others.).

5.8 Financing of academic mobility may be due to:

- The budget, including allocated within the framework of national projects;

- Extra-budgetary funds of the university;

- Grants to national companies, social partners,

- Funds the host country, including grants from international organizations and private funds;

- Personal funds of participants of academic mobility.

5.9 Individual academic mobility realized in the form of a private trip, it is possible only in the period of paid annual leave (vacation) or unpaid leave (sabbatical).

5.10 Academic mobility of students, teachers and staff of the University, which is realized in one of the forms listed above shall not be contrary to the Labour Code of the Republic of Kazakhstan, the Law of RK "On education", normative documents of the Ministry of Education and Science of Kazakhstan, the Charter of the Kazakh State University.

  1. Organizational support academic mobility.

6.1. The general management of the work to ensure that the external academic mobility by the Center of internationalization of educational programs and science (TSIOPN), to ensure the internal - educational and methodical management (UMU), involving other appropriate University offices

6.2 Academic mobility of students, undergraduates, doctoral students and teachers is regulated by the following documents:

- Agreement on cooperation between higher education institutions;

- The contract for training abroad;

- Individual student learning plan;

- Order of the student to study in the direction of the university partner;

- Order on sending the teacher / employee in a foreign university (enrollment of the listener and the admission to the host university studies);

- Academic transcript;

- Information about the academic progress of the student (transcript) during his study at the host institution.

6.3. Agreement on studying abroad determines the direction (or specialty), within which the training, the duration of the training period, the rights and obligations of the guide, the host universities and student financial conditions. This contract is signed by the sending institution of higher education (Kazakh State University), students and host university.

6.4. Learning Agreement is an annex to the contract and is formed for each semester. The agreement specified educational discipline and learning activities (practice, NIRS and others.) Reclaimed student at the partner institution. The agreement signed by the three parties: the partner institutions and the student.

6.5. Preparation of draft agreements and execution of contracts carried out in conjunction with TSIOPN and faculties.

6.6. 6.8. The basis for individual academic mobility is an official invitation from the foreign (Kazakhstani) university or research center.

6.9. 6.10. The application shall include the rationale, purpose of departure, the destination, the period of secondment (direction), surname, name and patronymic of the applicant, his position and the expected transportation costs of payment sources, living costs (hire of property) and the subsistence (per diem). 6.11. In the case of financing from central funds to the University Dean visa application is served in the rector's office.

6.12. The decision on secondment (direction) of employees (students) for the implementation of individual programs of academic mobility by means of the University Rector KazHLU accepted.

6.13. Making secondment (direction) is made in accordance with the procedure established in the Kazakh State University.

6.14. On his return from secondment (direction) to report on the implementation of the service (training) task and expense report. 7.1. Methodical support academic mobility and control of the quality of education is a determining factor in the University's participation in international educational services.

7.2. To develop the criteria for mutual recognition of periods of study and guidelines for comparing the complexity of the content and training courses, assessment of knowledge of the system and the quality of educational services provided by the partner institution, the University created the Coordinating Council on mobility.

7.3. 7.9. Rules for the "Act on the Academic Recognition" and other issues relating to the adoption of perezacheta and prior learning, regulated by decision of the Academic Council of Kazakh State University on the proposal of the Coordinating Council on mobility.

8.9. At the end of each school year, is preparing a report on the state of academic mobility of students, teachers and employees of the University, which is located on the web - site KazHLU.

  1. The mechanism of realization of academic mobility of students of the University.

9.1. Individual academic mobility of students is not, as a rule, an increase in the normative study period.

9.2. The Academic Council of the University has the right to set limits on the total period of academic mobility of students for the period of study.

9.3. Advantageously, the method of the academic mobility of students of the University is in the direction of their partner universities to:

  • Training in the framework of joint programs of double diplomas (degrees);
  • Inclusive education within the framework of inter-university cooperation (without issuing a second diploma), including in the framework of the academic exchange programs;
  • Probation (including language);
  • Passage of training (research, manufacturing) practices;
  • Participation in summer schools (semesters).

9.4. Selection of students is carried out in the framework of an open competition procedure, in accordance with the principles of equality of opportunity, existing achievements, abilities and social activities. It is taken into account academic performance, knowledge of the host language (or English), compliance with the program or agreement on the exchange.

9.5. Students who qualify for the academic mobility program, in consultation with their academic coordinator, present a document indicating the subjects they will study at the host university and the recognition that they want to receive, and indicates compliance with selected disciplines subjects of the curriculum, in which they are trained at the University. This document also should include the student's obligations under the terms of the elimination of academic debts arising.

9.6. This document is the basis for the prior academic recognition procedure, which, in turn, is a guarantee that this training will be credited to the account of that future training.

9.7. The guide provides the participant University academic mobility, remote access to educational portal KazHLU for the purpose of self-study courses on the curriculum and KazHLU of current and boundary control of knowledge in these disciplines. 9.10. After the stay at the host university the student must provide their academic coordinator of the academic certificate (transcript), certifying the name of the studied disciplines and other types of employment, credit, and to prepare estimates of the "Act on the Academic Recognition".

  1. The mechanism of realization of the faculty and staff of the University academic mobility.

10.1. The provisions of this section shall also apply to utility workers and administrative staff of the University.

10.2. The Scientific Council has the right to set limits on the total period of academic mobility of faculty and staff.

10.3. Advantageously, the method of the University faculty and staff academic mobility is the secondment of their partner universities and organizations to:

  • Lectures, conducting studies and consultations;
  • Participation in scientific work within the framework of the joint;
  • Participation in training programs;
  • Internships during the sabbatical;
  • Participation in conferences and seminars.

10.4. The main document defining the goals and objectives of secondment is the technical (service) assignment. Service task is signed seconded person and chair (laboratory, department) and approved by the head of the structural unit.

10.5. Financing of secondment of teachers and staff in the framework of inter-university cooperation agreements, training and participation in conferences at the expense of extra-budgetary funds or other sources.

10.6. Travel faculty and staff in other universities and organizations on their own initiative is implemented, as a rule, in the form of private trips. ATU Administration in this case, can assist in the design documents.

10.7. Report on the results of sending a teacher or staff member within the framework of academic mobility is heard at a meeting of the department (laboratory, department).

10.9. The decision on the sending of vice-chancellors, deans of faculties and directors of institutes for participation is received Rector of the University in the academic mobility programs.

  1. Academic mobility Foreign students and professionals.

11.1. The basic form of the realization of academic mobility of foreign students is an inter-university cooperation.

11.2. The basis for the issue of inviting foreign students for the realization of individual academic mobility is a questionnaire-application form received no later than 3 months before the start of the next semester.

11.3. The decision to invite a foreign student to the University within the framework of academic mobility accept Rector of the University the following documents: application forms, copies of passports, information received earlier education, designed in accordance with European requirements, the application of the Faculty for admission of a foreign student, as well as the presence of availability at the hostel.

11.4. Tuition fees, transport costs, accommodation, food, medical care is made by the student's own funds or funds of the directing side. Tuition fees shall be proportional to the complexity of the curriculum at the rate of 30 academic credits ECTS (European Credit Transfer System) for the semester.

11.5. Foreign experts may be invited to the University for a period of up to 5 months for research and lectures in the framework of academic mobility.

11.6. The announcement of the recruitment of students in accordance with the terms of the competition program or agreement on mobility exercises Office of International Cooperation and academic mobility by posting information on the University portal in Russian and foreign languages.
